The Louisiana Fortify Homes Program (LFHP) is run by the Louisiana Department of Insurance. It gives homeowners grants of up to $10,000 to rebuild a roof to the FORTIFIED standard developed by the Insurance Institute for Business and Home Safety. A FORTIFIED roof is engineered to stay attached to the house in hurricane-force wind, which is the single thing that most determines whether a home survives a major storm intact.
Louisiana is now the fastest-growing state in the country for FORTIFIED roofs.
St. Tammany is eligible, and the map got bigger
St. Tammany Parish is an eligible parish. In the 2026 round, coverage was expanded within St. Tammany to include portions that were not previously eligible. If you were told in an earlier round that your Covington address did not qualify, check the map again at FortifyHomes.La.Gov. You may be in now.

The tax credit is a separate thing
People conflate these two. They are different programs.
Louisiana also offers a tax credit of up to $10,000 per residence for qualifying FORTIFIED roof upgrades. The catch is that you generally cannot take the credit if you received an LFHP grant for the same roof. For roofs certified in 2025, the Department of Revenue’s application deadline was June 30, 2026.
Separately, as of Act 32 of the 2025 session, the LFHP grant amount itself is exempt from Louisiana individual income tax for grants received on or after January 1, 2025. So the grant is not going to come back and bite you at tax time.
What FORTIFIED does to your insurance
Louisiana law requires insurers to discount premiums for FORTIFIED-designated homes. Reported averages land around 22%, though the actual number depends heavily on your carrier and your specific policy. We are roofers, not your agent. Get the number from your agent before you make the decision on that basis alone.
Straight talk: even without the grant, FORTIFIED often makes financial sense in St. Tammany once you account for the premium discount over the life of the roof. And if your roof is failing now, waiting on a lottery you might not win is not a plan. Build it FORTIFIED, claim what you are eligible for, and register for the next round anyway.

Covington is the parish seat, but the City of Covington runs its own building permit department. It is separate from St. Tammany Parish. So where your house sits determines who issues the permit:

Plenty of homes with a 70433 address are not actually in the city. The mailing address does not tell you which one applies.
And yes, your reroof needs a permit. Louisiana tightened this up. Parishes and municipalities that issue building permits are now expected to treat most roof replacement as permitted work requiring inspection. The days of a contractor offering to “just do the roof, skip the paperwork, get it done faster” are over, and a contractor who offers that today is telling you something about how they operate.

Depends on age, damage extent, and whether the deck is sound. If your roof is under 12 years old with isolated damage, repair usually makes sense. If it is past 18 years, has widespread granule loss, or has multiple leaks, you are throwing money at a problem that is coming back. Our inspection is free and we will tell you straight. Sometimes the answer is “not yet.”
No. Louisiana changed the licensing rules. A home improvement license is not sufficient for FORTIFIED work. If your contractor lacks the proper roofing license, the FORTIFIED certificate will not be issued and your grant will not fund.
